The manufacturing industry said that although it is still only a framework directive, the EUP directive for product energy requirements will first affect the lighting of China's water heaters, electric engine systems, residential and tertiary industries, and the export of heating, ventilation and air conditioning systems. Guangdong's exports of more than ten related products are likely to be hindered by the EU's third wave of “green directives” for energy consumption.
Chinese manufacturing people are no strangers to the EU directive. The WEEE directive implemented in August last year was mainly aimed at the disposal of discarded electronic products. The RoHS directive implemented in July this year targeted harmful substances, which had a significant negative impact on Chinese companies entering the EU.
In fact, the EUP instruction is essentially the same as the previous two instructions, and is an environmental requirement for the product, so it is also called the third wave of "green instructions." According to relevant information from the Guangdong Provincial Inspection and Quarantine Bureau, the EUP Directive requires companies to consider new factors such as function, performance, materials, structure, appearance, etc., as well as energy, environment, and The degree of influence of natural resources, as well as products that meet the requirements of the EUP Directive, must be accompanied by the CE mark in order to obtain a pass for the product to be placed on the European market.
The relevant person in charge of the Guangdong Provincial Inspection and Quarantine Bureau said that since the directive runs through the entire life cycle of the product, and the introduction of the directive does not stipulate the technical details, it has great operational flexibility during execution, so the EUP directive will affect all the world's largest Scale electronics manufacturers and most small manufacturers. For many Chinese companies, the directive is undoubtedly a more subtle technical barrier to trade.
The EUP Directive is currently only a framework directive, and there are no specific environmental design requirements. However, EU member states will formulate specific requirements for related products by August 2007 at the latest.
According to industry sources, the EUP directive will be more stringent than the WEEE directive and the RoHS directive, and it will cover a wider range. Manufacturers of electrical and electrical appliances, especially those with a large number of exports, should prepare in advance. The three directives have greatly increased the cost burden of manufacturers. Mechanical and electrical products occupy a pivotal position in China's foreign trade, while Guangdong's mechanical and electrical products account for about one-third of the country's exports to Europe. In 2005, Guangdong exported 265.2 billion US dollars of mechanical and electrical products to the EU. It accounts for 75.6% of Guangdong's foreign trade exports to the EU.
However, surveys of some electrical equipment manufacturing bases in Guangdong Province show that although the EUP directive is more stringent than the coverage of other environmental protection laws, the manufacturing companies in recent years have been struggling with various directives. A survey conducted by the Zhongshan Inspection and Quarantine Bureau recently revealed that in the “China Lighting Capital” Zhongshan Guzhen, most enterprises should not exceed the heavy metal lead, mercury, cadmium and hexavalent in the new electronic and electrical equipment placed in the EU market. The RoHS directives for six hazardous substances such as chromium, polybrominated biphenyls and polybrominated diphenyl ethers are well understood, but they are very strange to the EUP directive. A few companies have only heard of this directive, but they do not understand the specific content.
The survey pointed out that the directive will have a very direct impact on the export of lighting products, but many manufacturers only consider the quality, appearance and style of lighting in the production design and development, and the environmental factors in the product life cycle. The item was not taken into consideration.
In the survey, some companies said that the numerous trade barriers caused the products to bear a lot of additional costs in the early stage of information acquisition, design stage, production stage and post-certification stage, which greatly increased the cost of products exported to the EU. Some companies with poor design capabilities, backward technology, and small scales are likely to have nowhere to export due to lack of response technology and funding. Experts pointed out that the three-wave "green directive" not only highlights the bad intentions of the EU to establish trade barriers for imported products, but also exposes the major shortcomings of Chinese enterprises that have stayed at the end of the international industrial chain for a long time, lack of environmental awareness and lack of core technical standards.
Relevant experts pointed out that the WEEE and RoHS directives pointed out that foreign-invested enterprises are the main force in the export of China's electromechanical products, but most of them are small and medium-sized enterprises in China. For multinational companies, controlling the parts and components can avoid the risks brought by the instructions, and the supporting manufacturers must make their products meet the requirements, which makes the pressure and influence brought by the instructions transfer to the local SMEs. Like the RoHS Directive, the EUP Directive also places significant cost pressure on Chinese companies that have high quality, high-grade upstream raw materials and inadequate control of the entire production chain.
At present, there is still less than one year from the implementation of the EUP directive. The Guangdong Provincial Inspection and Quarantine Department stated that all relevant enterprises should not wait passively or wait and see, but should understand the main contents of EUE directives as soon as possible and combine them.
